He was full control over his batallion EXECPT when Penguin calls him. Other than that, he has no power. So It is up to you, as Cheif Batallion Admiral, to make sure that The Generals do not step out of line. Example: Declairing war. BUT You can only try to prevent. You cannot CONTROL the Generals.
As that is, When we have our meetings, Penguin and I always want to have you in on them seening as we are the Original Three. Nice to have your input.
